บทคัดย่อ การวิจัยเรื่อง แนวทางการส่งเสริมบทบาทของวิทยุกระจายเสียงตามแนวชายแดนเพื่อส่งเสริมความสัมพันธ์ระหว่างประเทศไทยและสหภาพพม่าครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาสถานภาพปัจจุบันของวิทยุกระจายเสียงตามแนวชายแดนไทย-พม่า ประยุกต์ใช้แนวคิดเรื่องการมีส่วนร่วมในวิทยุกระจายเสียงตามแนวชายแดน และเพื่อศึกษาพฤติกรรมการเปิดรับวิทยุกระจายเสียง ตามแนวชายแดนไทย-พม่าของคนไทยและพม่า รวมทั้งแสวงหาแนวทางการส่งเสริมบทบาทของวิทยุกระจายเสียงตามแนวชายแดนในการส่งเสริมความสัมพันธ์ไทย-พม่า ซึ่งเป็นการวิจัยเชิงคุณภาพ (qualitative research) และเชิงปริมาณ (quantitative research) โดยใช้วิธีวิจัยจากการวิจัยทั้ง 2 ประเภท ได้แก่ การสัมภาษณ์แบบเจาะลึก (in-depth interview) การสัมภาษณ์โดยอิงโครงสร้างปานกลาง (semi-structured interview) การจัดกลุ่มสนทนา (focus group) และการใช้แบบสอบถาม รวมทั้งการวิเคราะห์เอกสารที่เกี่ยวข้อง การศึกษาครั้งนี้กลุ่มตัวอย่าง คือ ผู้ดำเนินการวิทยุฯ ในสถานีวิทยุกระจายเสียงทั้งสถานีที่รัฐและรัฐวิสาหกิจเป็นเจ้าของ และวิทยุชุมชนที่ตั้งอยู่ในจังหวัดที่มีพื้นที่ติดต่อพม่า ได้แก่ แม่ฮ่องสอน เชียงราย ตาก และระนอง และผู้ฟังพม่าสามารถรับสัญญาณการกระจายเสียงของสถานีได้ จำนวน 108 คน โดยเฉพาะจังหวัดเชียงราย ตาก และระนองซึ่งเป็น 3 จังหวัดที่มีจุดผ่านแดนตามบันทึกความตกลงระหว่างรัฐบาลแห่งราชอาณาจักรไทยกับรัฐบาลแห่งสหภาพพม่าว่าด้วยการข้ามแดนระหว่างประเทศทั้งสองนั้น การวิจัยได้ศึกษาประชาชนไทยและพม่า ณ บริเวณชายแดน แม่สาย-ท่าขี้เหล็ก แม่สอด-เมียวดี และระนอง-เกาะสอง จำนวนจุดละ 400 คนต่อประเทศ รวมประชาชนไทย 1,200 คน และประชาชนพม่า 1,200 คน รวมสุทธิ 2,400 คน รวมทั้งผู้นำกลุ่มประชาคมอำเภอแม่สอด จำนวน 2 คน และผู้นำพม่า จำนวน 2 คน โดยศึกษาระหว่างเดือนธันวาคม 2551 ถึงเดือนมีนาคม 2553 การศึกษาพบว่า วิทยุฯ ตามแนวชายแดนไทย-พม่ามีสถานภาพ ศักยภาพและปัจจัยภายนอกที่เสริมศักยภาพ รวมทั้งปัจจัยภายในและภายนอกที่เป็นอุปสรรคต่อ วิทยุฯ ในการทำหน้าที่ด้านการส่งเสริมความสัมพันธ์ระหว่างไทย-พม่า กระนั้นก็ตาม วิทยุฯ ไทยตามแนวชายแดนปัจจุบันโดยรวมมีบทบาทด้านต่าง ๆ ดังนี้ บทบาทใน (1) การให้ข่าวสารความรู้ (2) การโฆษณาสินค้าและบริการทั้งฝั่งไทยและพม่า (3) การส่งเสริมความสัมพันธ์ผ่านกิจกรรมและวัฒนธรรมประเพณีท้องถิ่น (4) การให้ความรู้ความเข้าใจในภาษาไทย (5) การระดมความช่วยเหลือจากไทยสู่พม่าเมื่อครั้งพม่าประสบวาตภัยจากพายุไซโคลนนาร์กีส (6) การเชื่อมสัมพันธ์ด้วยความบันเทิงผ่านเสียงเพลง และ (7) การเป็นช่องทางส่งข่าวสารด้านต่าง ๆ ของผู้ฟังพม่า เช่น ประกาศตามหาคน และสิ่งของหาย วิทยุฯ ไทยได้รับความนิยมในการเปิดรับฟังจากกลุ่มตัวอย่างคนพม่าจำนวนพอสมควร ส่วนวิทยุฯ พม่าได้รับความสนใจจากกลุ่มตัวอย่างคนไทยค่อนข้างน้อย กลุ่มตัวอย่างที่ไม่ฟังวิทยุฯ พม่า ให้เหตุผลว่า ฟังภาษาพม่าไม่รู้เรื่องหรือไม่รู้ภาษาพม่า ส่วนกลุ่มตัวอย่างคนพม่าส่วนใหญ่ให้เหตุผลการเปิดรับฟังวิทยุฯ ไทยว่า ฟังเพื่อความบันเทิงและได้ข่าวสารความรู้ ส่วนกลุ่มตัวอย่างที่ไม่ฟังวิทยุฯ ไทย เนื่องจากฟังภาษาไทยไม่รู้เรื่องหรือไม่รู้ภาษาไทย กลุ่มตัวอย่างที่เปิดรับฟังวิทยุฯ ไทย ส่วนใหญ่เห็นว่ามีประโยชน์ โดยได้รับข่าวสารความรู้และได้ความบันเทิง และส่วนใหญ่เมื่อฟังแล้วทำให้รู้สึกดีต่อประเทศไทย การศึกษาบทบาทที่พึงประสงค์และแนวทางการส่งเสริมบทบาทของวิทยุฯ ตามแนวชายแดนในการส่งเสริมความสัมพันธ์ไทย-พม่า พบว่า วิทยุฯ ควรมีบทบาทใน (1) การส่งเสริมความสัมพันธ์ทางการค้าและเศรษฐกิจของทั้ง 2 ประเทศ (2) การส่งเสริมความสัมพันธ์ทางด้านวัฒนธรรมและประเพณี และ (3) การส่งเสริมการท่องเที่ยวของทั้ง 2 ประเทศ ส่วนบทบาทที่ไม่พึงประสงค์ คือ (1) บทบาททางด้านการเมือง โดยเฉพาะการนำเสนอการเมืองการปกครองของพม่า ความขัดแย้งภายในพม่า และเรื่องอื่น ๆ ที่เป็นเรื่องภายในพม่า (2) บทบาทในการนำเสนอเนื้อหาที่เป็นชนวนความขัดแย้ง ได้แก่ ประวัติศาสตร์และหรือความขัดแย้งในอดีตระหว่างไทยและพม่า และคำพูดดูถูก เหยียดหยาม หรือพูดสิ่งที่ไม่ดีแก่คนและประเทศพม่า รวมทั้งการยุยงให้แตกแยก และแม้ว่างานวิจัยครั้งนี้ได้พยายามผลักดันความร่วมมือในการมีส่วนร่วมผลิตรายการระหว่างไทยและพม่าแล้ว แต่ไม่ประสบผลสำเร็จ ซึ่งพบอุปสรรคสำคัญ เช่น ยังไม่มีกฎระเบียบในการออกอากาศรายการภาษาต่างประเทศ และการต่อต้าน/ไม่ยอมรับการออกอากาศรายการวิทยุฯ ด้วยภาษาพม่าของกลุ่มคนไทยและหน่วยงานไทยบางหน่วยงานภายในพื้นที่ ฯลฯ โดยสิ่งสำคัญที่จะทำให้วิทยุฯ มีบทบาทดังกล่าวคือ ทั้งไทยและพม่าควรมีความร่วมมือและมีนโยบายในการดำเนินการอย่างชัดเจน Abstract The purposes of the research were to explore the current status of Thai-Myanmar border radio; to employ the participatory communication concept to find out whether the notion can be applied to the context of Thailand and Myanmar; to investigate Thai and Myanmar peoples exposure to border radio; and to produce a guideline to promote the role of border radio in strengthening Thai-Myanmar relations. The researcher employed both qualitative and quantitative research techniques, namely, in-depth interview, semi-structured interview, focus group, questionnaire interview, and documentary analyses. The samples consisted of 1) 108 radio operators, which include state-owned, state-enterprise owned, and community radio, in four provinces in Thailand: Maehongson, Chaing Rai, Tak, and Ranong, 2) 2 leaders of Tak civil society, 3) 2 Myanmar border leaders, in the Myanmar townships of Myawadi and Loikaw, 4) 1,200 Thai questionnaire respondents who live close to the permanent border crossings in Chaing Rai, Tak, and Ranong provinces (400 in each province), which have a Thailand and Myanmar Border Pass Agreement, and 5) 1200 Myanmar questionnaire respondents who lived in the townships of Tachilek, Myawadi, and Kawthaung (also 400 in each township). The study was carried out between December 2008 and March 2010. The researcher found that border radio possesses both internal and external factors, which both hinder and support its role in strengthening Thai-Myanmar relations. However, the current Thai border radio plays key roles in strengthening Thai-Myanmar relations such as 1) by disseminating information, 2) by advertising both Thai and Myanmar products and services, 3) by promoting both Thai and Myanmar cultures and traditions-related activities, 4) by teaching the Thai language to Myanmar listeners, 5) by mobilizing help from Thailand to Myanmar, specifically, when Cyclone Nargis hit Myanmar, 6) by playing music, and, 7) by allowing Myanmar listeners to call the stations to disseminate information about missing person and items, etc. The majority of Myanmar questionnaire respondents listen to Thai border radio. On the other hand, few of the Thai questionnaire respondents listen to Myanmar border radio. The Thai questionnaire respondents who do not listen to border radio said that it is because they do not understand the Myanmar language. Myanmar questionnaire respondents who listen to Thai border radio claimed that they listen for entertainment, news and information, they think it is useful for news, information, and entertainment, and overall they feel positive about Thailand because they listen to Thai radio. For those who do not, they said that it is because they do not understand the Thai language. The respondents agreed that border radio can play an important role in 1) promoting economic-trade relations between both countries, 2) promoting cultures and traditions, and, 3) promoting tourism of both countries. Undesirable roles of border radio include talking about politics, especially Myanmars governance and internal conflict and presenting causes of conflicts, namely, referring to the history of Thai-Myanmar conflict, using satirical, insulting, mocking, or dishonoring words towards Myanmar, and instigating disharmony. Even though the researcher tried to seek cooperation between Thailand and Myanmar to produce programs aimed for strengthening Thai-Myanmar relations, the attempt failed. The crucial obstacles include the absence of Thai regulations on foreign language broadcasting, the negative attitudes of some Thai people and organizations in the local areas towards Myanmar language broadcasting, etc. Thus, it is suggested that Thailand and Myanmar should cooperate and have concrete policies to carry forward those roles in utilizing border radio.
